Create 3 content types:

Engagement
Progress report
Final Report

Allow for links to be entered in any report, link the content types and provide ways for reviewers to identify if anything is missing and approve the engagement for credits.

The content types are added.

The site has ways to follow this process, but we need review on the information we are gathering and the UX to create and follow an engagement.
