https://www.drupal.org/node/3338948 was released for bigpipe allowing placeholders

On very large views (in my case 2 million rows rendering into charts) when a view may take a few seconds to load, nice to have a loading gif or something

Steps to reproduce

No loading placeholder

Proposed resolution

Add placeholder template, empty by default (to maintain status quo)
Themers can then override and provide it as desired
