update hook_settings in og_gradebook

Just noticed that og_gradebook 5.x-1.x-dev still has a hook_settings function, which is no longer used in drupal 5. I'll submit a patch for it later, right now I'm just leaving a note to remember this. See http://drupal.org/node/64279#hook-settings for details.
