Set the module configuration to remember a user's preference, create a user and set their preference as disabled.

Now change the configuration so that it does not remember a users preference and load an rte enabled form. The toggle will be set to enable even though rte is already enabled.

Sorry, the user preference setting/feature has been dropped and will be replaced with a more intelligent logic. Apparently, the profile configuration setting was not removed yet.
