https://git.drupalcode.org/project/distributions_recipes/-/blob/1.0.x/do... should include a note about publishing recipes to Drupal.org as general projects, since this question comes up frequently, and we want to encourage recipes on Drupal.org so they are findable.

Proposed resolution

If you would like to make your recipe available for other Drupal sites, publish it to Drupal.org. Start by creating a general project at https://www.drupal.org/node/add/project-general
