Problem/Motivation

As @phenaproxima suggested in #3494506: Skip Package Manager validation of using the local recipes source plugin,

we should do a more detailed and permanent fix, which is that the readiness checks should only ever be done for projects whose activation status is ActivationStatus::Absent. Package Manager is not relevant in any other circumstance.

Turns out this is a duplicate of #3494512: Package Manager validation is only necessary if the project to install is not already in the filesystem.
