Flag Lists Actions lacks a submit handler

Problem/Motivation

Configuration settings are not saved for Flag Lists when the Flag Lists Actions module is activated.

Steps to reproduce

Go to the Flag Lists configuration page and change any of the Flag Lists settings. The change will not be recorded.

Proposed resolution

Add the missing submit handler
