Problem/Motivation

The font size of the placeholder label is large and breaks the UI.

Steps to reproduce

1. Go on /admin/config/user-interface/navigation-block page
2. Uncheck the checkbox "Show content preview"
3. See the Layout builder region in the sidebar
4. Font size is breaking the UI.

The labels are getting fixed in https://www.drupal.org/project/drupal/issues/3446433. Lets wait for it to be fixed first.
