Hi @Berdir,
This one is ready for D11, I have created a MR!96 along with updating the info.yml, I've removed the forum residue from tests/src/Functional/GlobalRedirectTest.php, As forum module is now a contrib module and removed from D11 check this https://www.drupal.org/project/forum

And I checked the codebase of redirect too and didn't see any usage forum or its services anywhere so best I think is to remove it from the functional test case.
Feel free to revert the changes.

And now with disabled deprecations next major tests pass too, nice. That forum leftover was weird, not sure what that was about originally, seems fine to just remove it.
