@Anaconda777 did you clear caches? Does this issue persist?

I'm wondering why nobody else ran into this, if it's an issue...

@Anaconda777, do you have an old patch from #2897486: Don't log out users who do not accept the T&C applied to your site? The LegalNavigationLock is introduced by the patch in that issue and doesn't exist in the current code base.
