Problem/Motivation

For php 8.2 and Drupal 10 we need to make a new release.

Steps to reproduce

* Download the latest stable on php 8.2 and Drupal 10 and it will not work.

Proposed resolution

* php 8.2 is fixed after #3328670: PHP 8.2 compatibility
* I reviewed the critical queue and there are none for 8.x
* I reviewed the major queue and found
* agree on any required open issues

I believe #3390330: Failing test in module's existing coverage prevents unrelated patch submissions passing tests should be put on the radar, as it appears to be blocking patch submissions on unrelated issues.

Just noting that it looks like this issue (Pathauto Condition UI is not D10 ready) was/is related to the changes needed for this release.
