I contacted cburschka using the following message.

Hello Chris,

I am contacting you because nicxvan (https://www.drupal.org/u/nicxvan) offered to co-maintain REST Views (https://www.drupal.org/project/rest_views), a project for which you are project owner and sole maintainer.

May you post a comment on https://www.drupal.org/project/projectownership/issues/3385724 about accepting or declining the offer? Without a publicly visible comment posted in that issue in the next 14 days, nicxvan will be probably made co-maintainer (and will have all the permissions on the project, except the permission to administer co-maintainers/maintainers).
None of the current co-maintainers/maintainers will be removed from site moderators, nor will the project owner be changed. A co-maintainer cannot remove the existing co-maintainers/maintainers nor change the project owner.

I am contacting all people with the explicit permission to administer co-maintainers/maintainers for that project. In this case, that is just you.

Project is opted into security coverage. nicxvan does not have permission to opt into security coverage.

Do I need to have that permission? I maintain other modules that are opted in, I just can't change that setting.

No, you don't need that permission. You can be added to the project's team by one of the project's existing maintainers (i.e. cburschka), who will provide security oversight. However, without the permission, you cannot be added as a maintainer or co-maintainer by a site moderator.

Great! You can set it back to "Active" when we have a reply from cburschka, or you have permission to opt into security coverage (whatever happens first).
