[#States API] States library clears input to early

Problem/Motivation

For anonymous users, the clearValueAndRequired() function of the Webform states library is executed before the ajax events are bound. For authenticated users everything works as expected.

Steps to reproduce

1. Create a form with an ajax-enabled element
2. Set a default value on the element
3. Hide that element using states
4. Make sure "Clear value(s) when hidden" is checked

For authenticated users everything is ok.
For anonymous users the field is cleared before the ajax event is bound, so it's not triggered when the field is cleared by the states library.
