Note that the current readme was crafted and reviewed after #3268626: Update README and #3296324: Update Contributing section in README, so I'm not sure that it needs fixing/changing. Furthermore, some of the PB-specific sections are gone and we still want them there.

I don't think that we need this change at this point.
