The CKEditor 4, simply CKEditor in the UI, module has been deprecated in Drupal 9.5.0 and will be removed in Drupal 10.0.0.

Its successor is the CKEditor 5 module, which is now stable.

If you want to keep using the functionality provided by CKEditor 4, read the recommendations for CKEditor 4.
