Choices library points to outdated homepage [#3296063]

Problem/Motivation

When viewing the libraries overview under Webform configuration (/admin/structure/webform/config/libraries), the link to the homepage for Choices no longer works.

Proposed resolution

Update the homepage link to the correct one listed on the github repo: https://choices-js.github.io/Choices/
