Problem/Motivation

If you tab on the permissions page within the filter section you will notice that while you tab through the text formats the focus is lost before every checkbox (visible or invisible) aka there is tab without a visible focus outline which is breaking WCAG21 2.4.7.

for example as an example for the rest of the permissions checkboxes lets take from the file section the access the files overview page permission. the label for a checkbox looks like (like for every other checkbox except the text format ones within the filter section) like that:
<label for="edit-anonymous-access-files-overview" class="visually-hidden">Anonymous user: Access the Files overview page</label>

the label for the basic html text format looks like that, containing a visually hidden link
<label for="edit-content-editor-use-text-format-basic-html" class="visually-hidden">Content editor: Use the <a href="/admin/config/content/formats/manage/basic_html">Basic HTML</a> text format</label>

The issue applies therefor to Claro as well as Seven. I've assigned the issue to the system.module and set #3163810: [META] Assess conformance with WCAG SC 2.4.7 "Focus Visible" meta as the parent. The reason i've initially stumbled across the issue

Steps to reproduce

- go to admin/people/permissions
- scroll to the filter section
- tab through the filter section and you will notice before every visible as well as invisible checkbox there will be a tab without a none visible focus due to the link within the visually hidden label

Version: 10.1.x-dev » 11.x-dev

Drupal core is moving towards using a “main” branch. As an interim step, a new 11.x branch has been opened, as Drupal.org infrastructure cannot currently fully support a branch named main. New developments and disruptive changes should now be targeted for the 11.x branch, which currently accepts only minor-version allowed changes. For more information, see the Drupal core minor version schedule and the Allowed changes during the Drupal core release cycle.
