Problem/Motivation

Some of the criteria for the default "Recommended" search requires information about a project's releases. This means we must have the release data migrated into the Drupal 9 API site so we can index, for example, the presence of a recommended release.

Proposed resolution

Write migrations to pull in the minimum release information for projects.

Working toward the second piece, I've pinged Matt G. in Slack to try and figure out where that's living. Otherwise, I can ping Neil to try and get a sanitized d.o db dump.
