The 2021-11-19 meeting will also be a session at NEDCamp. We expect to welcome some participants who have not joined the meeting before.

We did not have time at previous meetings to discuss #2069073: Allow Tours to be taken by users that cannot access the Toolbar (e.g. anonymous users).

We might discuss #2809291: Add "edit block $type" permissions at the meeting. It needs some updates because of changes to permission management in Drupal 9.3. Perhaps we can recruit someone at the meeting to make the required updates.
