Would love to get quick UX feedback on this small accessibility bugfix:

#3245622: Module name context missing for 'help' and 'permissions' links on admin/modules

Need help with the 1st two remaining tasks:

  1. Confirm the right wording for each link.
  2. Decide if we should remove the title attributes once the main link text has better context.

See proposed resolution and comment #11 for wording to review. It's all non-visual link text stuff, so screenshots aren't very helpful.

Having the team look at #2906547: Add links to Drupal.org project pages to module listings in /admin/modules would also be great, if y'all have time.

I would like to suggest the issue #3218729: Hide the "Publish Content" button if there are no changes to publish as I'm also interested in everyone opinion about the usability of it.
