Transfer ownership of Porter Stemmer

Problem/Motivation

The Porter Stemmer project
https://www.drupal.org/project/porterstemmer
is currently owned by me (jhodgdon), and co-maintained by me and mark_fullmer. I've contacted Mark, and he's willing to continue on as maintainer, while I am stepping down.

So, could you please make mark_fullmer the owner of the project, and take me off as Maintainer? Thanks!
