Problem/Motivation

The Kansas Sales Tax for Ubercart module no longer works (for several years), and the developer (jhodgdon) has decided to abandon it.

I don't really think there is a strong reason to seek new maintainers.

I marked the project as abandoned, and assigned ownership to the Unsupported Projects account, as requested.

I noticed that andrey.troeglazov is also a maintainer with full permissions. Should andrey.troeglazov be removed from the maintainers list too?

I also removed andrey.troeglazov, who hasn't done any commit, in that project.
