Description:
The Update module allows installing modules and themes via URLs and file uploads.
Previously, the File module was installed as a dependency, even though the Update module could work without it (via URL-based uploads).
The File module is no longer explicitly required by the Update module, but the same functionality is available if both modules are installed.
Impacts:
Site builders, administrators, editors
Site templates, recipes and distribution developers
