7.x-2.6 was released in July 2019, and there have been quite a few commits since then.
-dev is sufficiently far ahead of the last tagged release to make it tricky for people to cherry-pick the odd patch that they need to apply to fix an issue, because other changes can stop patches rolled against -dev from applying successfully to 7.x-2.6. This pushes site maintainers to have to use the -dev release rather than a tagged release, but not all wish to do that because the code in the -dev release can be less stable.

Is the code in a state where a 7.x-2.7 release is possible, or at least a 7.x-2.7-RC1?

twodThere has only been a backwards compatibility fix reverting to the old array syntax and a small bump in TinyMCE's and CKEditor's verified version range since 7.x-2.6. 4 lines changed in total.
However, I'm just going to look through the issue queue for a bit and check if any more versions can be bumped and then tag a new release just to make it more clear that Wysiwyg does support the newer library versions.
