Ironically, I apparently have the authority to edit Managing a drupal.org theme, module, or distribution project but not Contribute to modules, themes, or distributions hosted on drupal.org, otherwise I would happily have added it myself. Not sure whether that is a bug, a feature, or learning curve.

Thanks very much for this issue! Link is added. Not having it there was definitely an oversight, and I very much appreciate you taking the time to create this issue.

The ability to edit the Managing page vs. the Contribute page is an artifact of the content type permissions, not really by design but something we are living with for the moment anyway.
