As far as I can see the Drupal Openlayers module has not been actively maintained for some while. The last D7 release was over 5 years ago, and there is no D8 release yet. There has only been one commit in the last 3 years. There are currently over 500 open issues. The project page was last updated over 5 years ago.
Therefore, I would like to offer to get involved by becoming a maintainer for the Openlayers module. My specific interest would be in the development of a D8/D9 module, but I would also be happy to address the backlog of D7 issues while this version is still being used.
Over the last 5 years I have been involved in creating and supporting a Drupal website that makes good use of mapping facilities in the Geofield and Leaflet modules, starting out in D7 but moving through D8 to D9. This development has involved multiple custom modules that I have written.
However, please note that this is the first time I have offered to be a maintainer for a Drupal contributed module, although I have submitted several issues and patches for Leaflet and Geofield over the past couple of years.
Finally, as Openlayers (D7 version) is already covered by the Security advisory policy, I understand that I will also need to have permission to opt into security coverage - I don't currently have this.

I made this offer to become a maintainer nearly two months ago, but to date I have had no response. I also tried to contact Pol, who originally created this project. I assume he is the current owner. Again, I have had no response to date.
Although my request was to become a maintainer, if this is now an abandoned project, I am happy to become the new owner as well.
Escalating this issue to the Drupal.org project ownership issue queue.

The project has several co-maintainers: https://www.drupal.org/project/openlayers/maintainers.json - but pol is the only one that can add another maintainer or co-maintainer.
That is correct, the site moderators will not, as a matter of policy, change ownership or add as maintainer/co-maintainer to a project that has opted into security coverage if the applicant does not have this permission. The project owner, however, may do so – but I understand that you've already tried to contact pol without success.
