I contacted the project owner and the users who can add new maintainers. This is the email I sent to one of them.

Hello Mahaveer,

I am writing you because Vladimir (https://www.drupal.org/u/vladimiraus) offered to maintain the "User Name Validation" module, a project for which you are one of the project maintainers.

May you write a comment in the https://www.drupal.org/project/projectownership/issues/3194852 issue about accepting or declining the offer? Without a comment posted on that issue in the next 14 days, Vladimir will be probably added as maintainer of the project (which means he will have full permissions on the project).

I will send a similar message to the other users who can add new maintainers for that project; I already contacted the project owner.

I contacted project maintainer on 27 Jan 2021.
I also created this task the same day giving maintainers more tahn 6 month to respond.

I noticed you are maintainer for the following Drupal module:

There is no Drupal 9 version and it is stopping users from upgrading to
Drupal 9.

I'm happy to help with the release if you don't have much time or become
co-maintainer if you need a head.
