Problem/Motivation

Currently it's not possible for RE to use the administration theme when editing or creating content. This causes a dramatic UI inconsistency in sites with recurring events if this admin theme option is required for other content creation.

Attached is a patch to allow recurring events forms (with the exception of registrants) to follow the setting in the theme for using the admin theme for content creation.
