As described in #2979443: [META] Roadmap for stable, swiftmailer is somewhat insecure without the Core fix #2223967: Do not decode a contact message twice. Therefore prior to creating a stable release we propose to increase the minimum Core versions to ensure that fix is present.
With the newer versions we can tidy up some lines that have become redundant.

berdirAs AdamPS commented, he wants to be strict about it and require the specific patch versions that have the contact module bugfix for both D8 and D9. I don't fully agree with it, but he's the maintainer and that is the only reason for this change, otherwise we can just as well keep it as it is now.
