Offer to maintain Views Conditional [#3173698]

I sent this message to the owner of the project through the contact tab:

I'm a Drupal developer and I am offering to maintain the Views Conditional module. I am a maintainer of the Views Bootstrap module and I'm very familiar with plugins for views. As a user of this module, I have a need for updates required for Drupal 9 compatibility. If you agree, please add me as a maintainer of the module. I will also create this as an issue in the queue to raise awareness for my request.

I realize that the other maintainers of this module do not have permissions to add me. However, if any current maintainer sees this and responds with your opinion on adding me, it would be appreciated.

Only the project owner has the ability to manage maintainers. I have not heard back from the project owner and no co-maintainer has responded with an opinion of adding me. This project needs one minor change for D9 compatibility and there are some issues in the queue that can be resolved. I would like to get that done. I do have the vetted role if you want to add me as a full maintainer or as the project owner. If I had these permissions, I would grant the other co-maintainers full access to the project as well since it doesn't appear that the current project owner is active.
