Good idea to add a description for this.

The "Active" checkbox on a feed has effect on periodic import. Making it inactive basically disables the periodic import for it.

Do you want to write a good description for it and post a patch?

Your own words seems to be effective. Bring enabled by default it's: "Make it inactive to disable the periodic import".

It would probably be good to improve the message as comment.

Not sure it's worth a patch, tough.
