Role Watchdog History view is checking for Administrator role instead of Adminster Role Watchdog permission

Since this is an administrative tool, shouldn't it be available to any user that has the "Administer Role Watchdog" permission?

Or, if you want to be more granular about it, have a new role like "Edit Role Watchdog History" that can be assigned to roles?

If users don't assign the permission to other roles than administrator, the effect is the same, but if multiple roles have the permission it doesn't really make sense in my opinion that they'd have different access, which is why I've marked this as a bug rather than a feature request.
