Problem/Motivation

Seeing this message

Version 8.9.1 allows to upgrade but 9.0.1 is available.

I think the intention here is to warn if the site is not on the latest 8.9.x patch release. So it should not consider 9.x.x releases

Proposed resolution

Only show 8.x.x releases when warning not on latest core.
