Maybe there should be a time zone option in the add/edit event form so the offsets are correct ?

I don't think we need a timezone option because what this should actually do is automatically apply the timezone for the user visiting the site. This is how all other dates/times in RE work. I maybe just missed doing that for the registrant page title. I'll take a look.
