I found this issue happened before as I searched for existing fixes or why this happened. After creating the patterns for generating the URL alias, the bulk generate keeps reporting 'No new URL aliases to generate' and generate nothing for taxonomy terms

I'm using Drupal Core: 8.8.5
pathauto-8.x-1.8
token-8.x-1.7
ctools-8.x-3.4

Hi @fdoan. I managed to reproduce the issue and I found out that if "Generate automatic URL alias" option on the vocabulary term is not checked that the pathauto module doesn't want to generate URL alias in bulk. So for this to work you need to check this option for every vocabulary term. I'm closing this issue as it seems like the desired behavior. If you still experience any issues, please reopen it.
