Tabs block disappears from page when Registrations tab is entered from /user/% > /user/%/registrations

Attached is a patch to address the missing tabs. If installing the views submodule afresh it should be enabled by default with the views config import. If you already have the views submodule enabled, then there is a hook update to run to add the tabs.

Fixing minor coding standards issue with missing blank line at the end of the .install file.

The explanation in #3 is unclear. I applied patch #4 but the tabs are still missing. Should the views submodule be uninstalled before applying the patch? Hook update to run?

I did also try uninstalling the views submodule then applying the patch and reinstalling but that didn't work. I did see a title on either the User `Registrations` tab or the instance's `Registrations` was changed to something like Active Registrations but that was the only change I noticed from the patch. I've since rolled back my site to the initial state of my views with the submodule.

I just spun up a simplytest.me site with recurring events and this patch: https://www.drupal.org/files/issues/2020-04-21/recurring_events-user_reg...

I then enabled recurring_events_registration and recurring_events_views and visited my user profile. Then I clicked on Registrations and I could see all the tabs. See the attached screenshot

This seems to be working and I believe the reason it was not on your local is that you had old versions of the views as per our discussion earlier.
