The Registrant Settings and Registrant Types and their menus aren't accessible from any role other than the Admin role even though all the permissions are turned on for the subsequent new role.
Restricted pages are:
/admin/structure/events/registrant/settings
/admin/structure/events/registrants/types/registrant_type
This can be fast track tested by installing the Duplicate_Role module (www.drupal.org/project/duplicate_role) and duplicating the Admin role and logging in with a user with that role. I have also tested it with a manually created role and checking all the permissions manually.
