I assume that the contact attempt recorded in the issue summary was for pen (as noted in #3096392: Offering to co-maintain Ajax Add to Cart) and not yourself. I've corrected this in the summary. His last post was 15 days ago (i.e. 2020), so he is still active on Drupal.org

Shamsher Alam (last active 2020) also has permission to add co-maintainers. Please reach out to him as well by means of a PM and update the issue summary after having done so.

Postponing until we know outcome of PM to Shamsher Alam (or at least 14 days has gone by without response from any maintainer).

Also: Please see Dealing with unsupported (abandoned) projects for exact procedure required fore getting co-maintainership assigned by a webmaster.
