Hidden elements are shown when the submission is displayed. It would be helpful to control this through the standard UI for viewing submission by permission, role, and/or user.

Conceivably the private setting might be useful too, but I didn't include it.

Maybe we should just allow hidden elements to have create and update access controls along with the private property. Being able to hide hidden elements could allow only admins to alter the value via JavaScript.
