Context:

Using a CAPTCHA element in a webform

Problem:

Webform description is never shown even if enabled in CAPTCHA settings (admin/config/people/captcha) if used as webform element.

Add a description to the CAPTCHA
Add a configurable description to explain the purpose of the CAPTCHA to the visitor.
Challenge description
Configurable description of the CAPTCHA. An empty entry will reset the description to default.

Proposed solution:

Show the captcha description if enabled. Optionally add a setting to the webform element to override the setting conditionally (default should be to use the general setting)

The attached patch fixes this issue but people are going to see a significant UI change when the patch is committed.
