Suggested in Slack to call this section "Improvements to the Community Section"
So it could be a bit more broad than just the Getting Involved Guide.

As a Maintainer, I have links on that page to add sub-Pages and sub-Guides. I think that's good enough. We can make more people maintainers as needed, and I think like other pages on drupal.org, probably most people have edit ability? I am not a good test case for that as I have elevated d.o docs edit permissions.

Anyway, until further notice I think this is Fixed. Thanks!
