Offering to co-maintain Similar by Terms

I'm offering to become a co-maintainer of the 8.x version of Similar By Terms.

I've been using the 8.x-1.3 version on an important project for quite some time, and hope to maintain this project including up to an eventual version 9 release. There are several simple changes that have been Reviewed by the Community and require a release. Most importantly, #2930185: PHP 7.2 fatal error, SimilarTermsArgument::query() must be compatible with NumericArgument which is required for sites using PHP 7.2.

Attempt to contact present maintainer

• I've attempted to contact the existing maintainers (others have also reportedly tried), but it appears this project is abandoned, or else the maintainers need help. So... I'd like to help.

Remaining tasks

1. There should be a notice in the project's issue queue for the maintainers to see (see parent issue).
2. Applicant must confirm that he has the permission to opt into security coverage.
3. Present owner and co-maintainer need to be formally contacted and given two weeks to respond.
