In Drupal 8 core Views, the checkbox "Create a label" is unchecked for display types other than Table as of #1831674: "Create a label" should be off by default, with an opt-in for style plugins. This makes sense and is like a cool breeze. However other modules (like Views Data Export) which enjoyed the historic default Create a Label as TRUE are not a chore to create fields where you'd expect fields to have labels. The value can be defaulted to TRUE by a module by adding $defaultFieldLabels as TRUE:

in src/Plugin/views/style/DataExport.php:

  /**
   * Should field labels be enabled by default.
   *
   * @var bool
   */
  protected $defaultFieldLabels = TRUE;
