I'm proposing that the next release, Feb 12 is stable and not a release candidate and that it has a requirement of Commere 2.16.

Since the last release in July 2019 there hasn't been any new issue that would prevent this from being stable. Please correct this if that is wrong.

Before that the following could be committed.

It seems there is a mistake and the commerce_shipping is a dependency, #3110234: Migrations malformed without Commerce Shipping installed.

Ideally that should move that migration to commerce_shipping but maybe just add the dependency here? And start at discussion in commerce_shipping about moving the migration.

Everything committed except the fix, #3073150: Exception on OrderItemDiscountAdjustment for amount. If there had been feedback on the issue that someone was successfully using the latest patch that would have gone it as well.

Then I realized that it has been a very long time since a release, so made a new one. 8.x-2.0-rc2.

Then I will commit #3073150: Exception on OrderItemDiscountAdjustment for amount on HEAD and hopefully, make a stable release in a month.
