Options to choose what items show on the toolbar

I don't care for the new menu search that has been forced on every site using this module and early indications suggest that it is confusing for site editors some of whom are expecting to find content via this route.

Now I got that of my chest, I'd like to say also that I am not a fan of the inline editing option either or the way that certain modules can place menu items here too.

Can we have some tool to elect what appears in the toolbar?
