Directory Structure Messy and Unclear

If I download the current Portuguese or Spanish translation packages, for instance, I see that inside the unpacked folder, there are 3 main subdirectories - "modules", "profiles" and "themes". Inside these, there are further subdirectories, as needed, mirroring the same directories in the standard Drupal 6.0 installation, and showing me clearly where the translation files should be placed. This works specially well when uploading the translation via ftp clients that do directory comparison, and automatically place new files/directories where they should go in the target directory.

The Esperanto translation directory, however, seems to be totally messed up, with folders everywhere - "theme" right next to "themes", "profile" right next to "profiles", and I do not really know where I am supposed to place these.

Perhaps the translation directory should be reorganised, to mirror the Drupal 6 standard install, like the other translation packages do - or at the very least, some instal instructions should be provided to the user.
