beakerboyI have received no response from the current maintainers for over two weeks. I've also contacted the two maintainers individually with no response. I would like to merge in the outstanding pull requests and move the project from "release candidate" to a full release.

gisleAdded link to project to issue summary and reset priority to "Normal".
Looks like all conditions outlined in the protocol for ownership transfer has been fulfilled.
Last post by present owner [David (david_garcia)] was dated: 2017-11-19 00:52.

avpadernoThe maintainer already answered; I was just giving the opportunity to him to be more explicit.
I take comment #10 to mean There isn't any need of a new maintainer, as I am keeping an eye on posted patches. We also take actions when the project owners don't reply, which is not the case here.

gisleI agree with the interpretation of #10.
The maintainer is clearly active: #3028215: Can't send email using Simplenews when using MSSQL server.
An offer to co-maintain should be left in the project's own issue queue as per this procedure – not moved here. I suggest that you move it back.
I see that you've commented om two issues, but there are no reviews and no patches. Showing greater engagement (i.e posting patches and reviewing patches) is a path that sometimes lead to co-maintainership.
