As a LU I want to create a Flexible Group

The current group types don't allow much flexibility. Either all the content in the group is public, visible for community or only for group members. A new flexible group type would allow more flexibility and would allow the group manager to select the join method and the allowed visibility for their new group. Example given: it would be possible to make a "Board" group in which only board members of a company are members, but they can create public content and have secret events and discussions.

These are the Acceptance Criteria:

• When creating and editing a group, besides the 3 default group types, users can choose to create a custom group type.
• For creating a custom group users can configure:
• Available content visibility (Public, community, members only)
• Join method (Join directly, be added by group managers)
• The highest selected available content visibility will influence who can find the group as well as seeing the group information, stream, topics and events tab.
• The join method will influence who can see the members tab.
• More details of these connections can be found in one of the image attached (connections.png)
• For this custom group type, the default content visibility can also be selected.
• We need warn people the consequence of changing the visibility settings of a group
• The content that is influenced by the changing of visibility setting of a group will go one level lower when it is available. (eg from Public to community or community to members only when they are available)

I propose to create a submodule which adds this Flexible group to the community. Some changes will be needed in existing functionality, most notable post access control handling, allowed content visibility for this group type and setting group permissions per group instead of per group type.
