The migration from D7 to D8 is really a mess.

  1. I have deleted (aka disabled) PHP code format in D7.
  2. Than uninstalled PHP filter module.
  3. This database has been migrated to D8 and the PHP code format that was disabled is now re-enabled in the D8 site and complains about "The filter_null filter is missing, and will be removed once this format is saved."

This sounds like a security issue to me if you re-enabled deleted filter formats.

I verified that PHP code text format has status = 0 in D7 for sure.

  • Aside of this the rich-text format from D7 has not been migrated to D8
  • Plain Text exists twice in D8 - super. One new one with a machine name "5" is locked and the one with "plain_text" machine name is not locked. Why is this not migrated properly? Machine names are unique and save to migrate.

I didn't find this because it should've been filed against the filter.module component.

I discovered the same issue and provided a fix: #3095339: Text formats disabled in D7 are migrated to D8 as enabled. Related: #2734475: Only migrate filter configuration for modules that are installed.

WRT machine names, I filed an issue for that too: #3095337: Text formats that are migrated from D6 to D7 to D8 get a numerical ID instead of a sensible name.
