before you can get the 'Confirmed' (thio role is required for being able to create organization pages), you need to sort out the noia.network account first. It now appears to be a shared account, and as pointed out in comment #2, shared accounts aren't allowed to commit code in Drupal.org repositories. So before it can be confirmed, it should be changed into an individual account (e.g. it can be an account belonging to the chief developer of the sandbox project). To make it clear that you want this, please answer here, requesting any assistance you need to sort out the account.

The project has commits from an account owned from an individual user. I guess the user just wants to be confirmed to create the organization node.
